In this article I am providing summary campaign finance information for all candidates running for County Council in Howard County in 2022 (to date). I will provide information from all 5 districts.

(D) Opel Jones

  • Starting Balance: $6,551.01
  • Total Receipts: $50,090.10
  • Total Expenditures: $15,678.60
  • Cash Balance: $40,962.51

Other items of note:

There is $2,550 in PAC money noted on the report.

The campaign account “Friends of Ken Ulman” provided $940.10 to Councilmember Jones

This gets a little tricky as there are currently 2 ACTIVE campaign accounts. The original campaign account and a new Citizens’ Election Fund (CEF) account. I will detail both of those in this report since they both are active today.

  • Total Expenditures: $936.44
  • Cash Balance: $8,850.56

  • Starting Balance: $0.00
  • Total Receipts: $23,143.66
  • Total Expenditures: $13,709.49
  • Cash Balance: $9,434.17

Other items of note:

Councilmember Jung is using the Citizens’ Election Fund for this campaign cycle (maybe you have read about that here on the Blog).

According to the Jung campaign team they are waiting on approval of “approximately $43,827 in State approved matching funds and another $2,875 still being processed, for a total of $46,702 matching funds requested so far.” once the problems with the CEF legislation is corrected.

Janssen had the most “Total Receipts” of any candidate running for County Council this filing period (just edging out Councilmember Jones)

(D) Hank Boyd

Hank filed an ALCE for this reporting period “Affidavit of Limited Contributions and Expenditures: does not intend to receive contributions or make expenditures in the cumulative amount of $1,000 or more (exclusive of the candidate’s filing fee)”

My note: Looking at the summary of money you can totally understand why former Howard County Councilmember and current Delegate Jen Terrasa stated “…if you are not able to work with the office of law I would urge the Council to pass this (CB 6-22) as emergency legislation. To not do this would put anyone using this CEF at extreme disadvantage because they would be unable to access the bulk of the campaign funds until mid-April, two and a half months before the Primary…” (Listen to the full statement on fixing the CEF as emergency legislation).

So once again I ask…will Councilmembers Jones and Rigby show support for CB 6-22 as emergency legislation and do what the writers of the legislation, so many organizations and many residents and voters want to happen or will there be an unfair playing field this election cycle…especially in District 4?
