Here are the candidates currently filed or announced in District 3:

(D) Christiana Rigby

This gets a little tricky as there are currently 2 ACTIVE campaign accounts. The original campaign account and a new Citizens’ Election Fund (CEF) account. I will detail both of those in this report since they both are active today.

The original campaign account:

The last transaction on this account was June 16, 2021: Consulting Fees paid to Poulomi Banerjee

  • Cash Balance: $9,434.17

Other items of note:

Councilmember Jung is using the Citizens’ Election Fund for this campaign cycle (maybe you have read about that here on the Blog).

According to the Jung campaign team they are waiting on approval of “approximately $43,827 in State approved matching funds and another $2,875 still being processed, for a total of $46,702 matching funds requested so far.” once the problems with the CEF legislation is corrected.

The numbers above represent a total of the 3 filed CEF reports to date (see reports below)

(D) Janssen E. Evelyn

  • Total Expenditures: $4,829.40
  • Cash Balance: $46,621.60

Other items of note:

Janssen has not filed to run in District 4 as of this post.

Janssen had the most “Total Receipts” of any candidate running for County Council this filing period (just edging out Councilmember Jones)

See the report here: https://drive.google.com/file/d/1f8USXitHttSP7ry_jLAuUBd3WebUHZ0F/view?usp=sharing

(D) Hank Boyd

Hank filed an ALCE for this reporting period “Affidavit of Limited Contributions and Expenditures: does not intend to receive contributions or make expenditures in the cumulative amount of $1,000 or more (exclusive of the candidate’s filing fee)”

See the report here: https://drive.google.com/file/d/1vp-yuc8uxPDP_VrCD9sQy6M7L_qCVxNR/view?usp=sharing

Here is a summary view of the money in District 4:

My note: Looking at the summary of money you can totally understand why former Howard County Councilmember and current Delegate Jen Terrasa stated “…if you are not able to work with the office of law I would urge the Council to pass this (CB 6-22) as emergency legislation. To not do this would put anyone using this CEF at extreme disadvantage because they would be unable to access the bulk of the campaign funds until mid-April, two and a half months before the Primary…” (Listen to the full statement on fixing the CEF as emergency legislation).

So once again I ask…will Councilmembers Jones and Rigby show support for CB 6-22 as emergency legislation and do what the writers of the legislation, so many organizations and many residents and voters want to happen or will there be an unfair playing field this election cycle…especially in District 4?

Here are the candidates currently filed or announced in District 5:

(R) David Yungmann

  • Starting Balance: $15,326.80
  • Total Receipts: $21,387.96
  • Total Expenditures: $5,415.14
  • Cash Balance: $31,299.62

Other items of note:

There is $3,000 is outstanding loans from this election cycle.

There is $2,682.96 from other campaign accounts (Gail Bates and Warren Miller).

See the report here: https://drive.google.com/file/d/1oPVDa2uNm5Y8Ybz_27cPH4Mj0XWHe5Gz/view?usp=sharing

Here is an overall view of the money in active accounts in all 5 districts:

Some fun facts:

There is more than $221,000 in “Total Receipts” from all noted candidates ($221,559.43) in this article.

There is more than $200,000 cash on hand in all of the noted accounts ($200,901.01)

Here is a look back at the summary I did for January 2018 for County Council candidates running at that time (yes…I have been doing this for a long time):  https://scottesblogarchive.wordpress.com/2018/01/18/campaign-finance-numbers-howard-county-council-candidates-january-2018/

Here is my scheduled “Show Me The Money” campaign report articles going forward:

In Howard County:

  • January 23rd: Reporting on Maryland State Senate District 9 and Maryland State Delegate District 13 candidates campaign finance reports.
  • I may look at other races as I get time next week.
