According to the Maryland State Board of Elections more than 45,000 Howard County residents have requested mail-in ballots for the 2020 General Election (as of September 10th). Here is data that can be found on the SBOE website:

The SBOE site reports (in August 2020) that there are 225,087 registered voters in Howard County…so that would work out to just over 20% requesting mail-in ballots for this election cycle up to this point (expect that number to continue to go up).
