This is part 2 of a planned 7 part series on campaign finance reports for local officials…today I take a look at campaign finance reports for Howard County Council Members. Here is the summary data for the 5 elected officials:

Here are some of the significant items I will note for each elected official: Significant contributions ($500 or more) including ticket purchase, PAC money, and other notable items in the report:

District 1 – Liz Walsh: Cash on hand $494.75

  • Significant contributions:
    • None
  • Notes:
    • A really light report this filing cycle raising less than $150.

District 2 – Opel Jones: Cash on hand: $6,588.28

  • Significant contributions:
    • Herrmann Drive LLC – $500
    • Howard Research & Development Corp – $500
    • Kirby Development LLC – $1,000
    • Christopher N Murn – $500
    • Wardell Waters – $750
  • PAC Money
    • Howard Co PAC C/O Home Builders Association of MD INC – $250
    • Howard County Police Supervisors Alliance PAC Fund – $250
    • Howard Co Professional FF PAC – $500
    • Maryland Multi-Housing Association PAC – $250
  • Notes:
    • The noted PAC money above was listed in the “Contributions” section of the report and not in the “MD Political Action Section”…so that is a bit odd…maybe something the Treasurer should look into.

District 3 – Christiana Rigby: Cash on hand: $10,184.98

  • Significant contributions:
    • Centenial Reserve LLC – $500 (in 2 $250 contributions)
    • Pam Guzzone – $500 (in 2 $250 contributions)
    • Jonas Jacobson – $500
    • Kirby Development LLC – $1,000
    • Lalit R. Patel – $601 (in 2 contributions)
    • Water Associates Inc – $500
  • PAC Money
    • Howard County Professional Firefighters PAC – $1,000
    • MSEA’s Fund For Children And Public Education PAC – $500
  • Notes:
    • No significant items of note other than what is listed above.

District 4 – Deb Jung: Cash on hand: $2,834.95

  • Significant contributions
    • None
  • Notes:
    • By far the lightest of all 5 reports this reporting cycle raising no money the past year.

District 5 – David Yungmann: Cash on hand: $10,516.02

  • Significant contributions
    • William Erskine – $500
    • Phil Lazzari – $500
    • Mike Buch – $1,000
    • Davis, Agnor, Papaport & Skalny LLC – $2,500
    • Howard Research Development Corp – $1,000
    • Charles Phillips – $500
  • PAC Money
    • Howard County Professional Firefighters PAC – $1,000
  • Notes:
    • Yungmann raised the most money and has the most money on hand (by a little over Rigby).

  1. Initial insights:
    • Councilman Jones, new Chair of the Zoning Board, received the vast majority of contributions from developers and development companies.
    • Councilwoman Mercer Rigby, also a member of the Zoning Board, received $500 from Centennial Reserve LLC which has listed as sole principal Thomas Coale developer attorney who has several cases pending to Zoning Board. Also listed several other large contributions from developers and their attorneys.

  2. Good insight. Looks like Rigby and Jones are in the pockets of the developers. They shouldn’t be trusted to be on the zoning board!
