I first got the heads up about HCPSS capital projects being pushed back when someone sent me the “message” from the Oakland Mills Board of Directors Chairman concerning Talbott Spring ES funding (READ HERE).

I then went and read the full letter they sent to the Howard County Board of Education and others (READ HERE).

I went and found the document to be presented this afternoon at the HoCoBOE meeting (READ HERE) to find out all of the items recommended to be pushed back….here are a few things of note:

  • Talbott Springs ES Replacement (from 2022 to 2026)
  • Hammond HS Renovation/Addition (from 2023 to 2026)
  • New ES #43 (from 2024 to 2028)
  • Dunloggin MS Renovation/Addition (from 2024 to 2030)

The Priority Listing of FY 2021 – State Capital Budget Request has also shifted…it was:

1 Talbott Springs Elementary School – Replacement Construction

2 High School #13 – New School Construction

3 Hammond High School – Renovation/Addition Planning

4 Hammond High School – Renovation/Addition Construction

5 Hammond Middle School – Boiler Construction

6 Manor Woods Elementary School – HVAC Construction

7 Elkridge Landing Middle School – HVAC Construction

and now is:

The one thing I took as in the beginning of the document to be presented this afternoon was this statement:

Provided is the originally planned Superintendent’s Proposed Capital Budget dated September 5, 2019, which was developed to advance the Board’s priorities based on the approved FY20 Capital Budget. Also, provided is the revised Superintendent’s Proposed Capital Budget dated September 10, 2019 reflecting anticipated County funding levels. The state priority listings for each Capital Budget are also included.

I guess if I was part of the group advocating for the Talbott Springs ES replacement…I would be pretty bent out of shape as well seeing that project go from the #1 priority and moved into the “Future Projects – Out Years”.

I guess I am wondering this morning why the anticipated capital numbers are so much lower in the new anticipated charts. I mean look at the expected drop offs in the two charts:

The discussions this afternoon should be interesting…and something to listen to…from the HCPSS presentation and to any comments made by our HoCoBOE members.
