Family of Slain Howard County Teacher Support Legislation Protecting Pregnant Women and Their Unborn Children

Laura & Reid’s Law, Named for Laura Wallen and her unborn son, Reid, would change the prosecution of manslaughter to include the murder of an unborn child at any stage of development.


Senator Justin Ready (District 5) and Delegate Trent Kittleman (District 9A) will hold a press conference to discuss Laura and Reid’s Law, legislation they are sponsoring in their respective chambers. They will be joined by Mark Wallen, father of Laura Wallen and grandfather to her unborn son Reid.

Laura was four months pregnant with Reid when she was murdered in September. Her boyfriend was charged with her murder, but not with the murder of Reid because of current Maryland law. He later committed suicide before his trial could be completed. The American College of OB/GYNs published a report in 2010, showing homicides were the leading cause of death during pregnancy and the first postpartum year. Laura & Reid’s Law would change the prosecution of manslaughter to include prosecuting murder of an unborn child at any stage of development. This bill in no way infringes on a woman’s right to terminate a pregnancy as stated in § 20-209 of the Health – General Article.

The press conference will take place on Thursday, February 21, 2019, 11:30 a.m. in the Miller East Conference Room of the Miller Senate Office Building.
