Public Notice Hearing on Statewide Issues
The Howard County Delegation of the Maryland General Assembly, chaired by Delegate Vanessa Atterbeary and Senator Guy Guzzone, will hold a public hearing for citizen input on statewide issues that may be considered by the legislature during the current legislative session. The hearing is scheduled as follows:
Wednesday, February 22, 2017 – 7:30 p.m.
Banneker Room, George Howard Building
3430 Courthouse Drive, Ellicott City, MD
The Delegation will hear testimony from members of the public on any statewide issues they would like to bring to the Delegation’s attention. No Howard County local bills that were previously given a public hearing will be heard. However, Howard County – Fire and Explosive Investigator – Authority, Ho. Co. 24–17 (HB1343), and Creation of a State Debt – Howard County – Tau Pi Mentoring Program, Ho. Co. 25-17, which were not previously heard, will be first on the agenda at this hearing.
Any individual may speak for up to 3 minutes about Ho. Co. 24-17, and/or up to 3 minutes about Ho. Co. 25-17, and/or up to 3 minutes on statewide issues, as long as they are signed up. Signup will begin at 6:45pm in the Banneker Room and will close at 7:20pm. Advance sign up is not available. The Delegation encourages you to bring written copies of your testimony (preferably 15) to distribute to the Delegation, although it is not a requirement to speak.
Delegation Schedule 2017
The 2017 legislative session began on January 11, 2017. The Howard County Delegation of the Maryland General Assembly will hold a public hearing on statewide bills Wednesday, February 22, 2017, in Howard County (details appear in the public notice above). The Delegation also holds meetings during the legislative session to discuss proposed legislation. These meetings are held in Annapolis, and are open to the public. Additional details about delegation meetings will be posted on this page as they are scheduled.
Public Hearing on 2017 Local Bills
The Howard County Delegation of the Maryland General Assembly, chaired by Senator Guy Guzzone and Delegate Vanessa Atterbeary, heard testimony from the public on drafted local bills Wednesday, December 21st, 2016, beginning at 7:30 p.m. in the Banneker Room at the George Howard Building, 3430 Courthouse Drive, Ellicott City, MD. No testimony on other issues was permitted since a second hearing devoted to statewide bills will be scheduled in February 2017. Individuals were given up to 3 minutes to testify on each bill, as long as they signed up before the hearing. If you would like to view the video of this hearing please click here. So it appears (if I am reading the information above correctly) you can not give testimony on HB1299 before it goes to a hearing before Ways and Means Committee on the 28th. That is not wonderful because this would have provided an opportunity for the community to express concerns they may have on the changes to the bill since it was last publicly discussed back in December. I hope I am not reading this correctly and I plan to reach out to Erinn Camp Mansour for confirmation.
