I am excited to see that Howard County Council Chairperson Calvin Ball has introduced a bill relating to snow removal on sidewalks during significant snow events. Here are a couple of articles I wrote back in January on this topic:

Here is the information I have been provided:
Council Bill 13-2016 (CB13) which grants authority to the Executive to extend the deadline for removing snow from the sidewalks under our current County Code regulations. Specifically, when the County Executive declares a State of Emergency in Howard County, CB13 proposes to permit the Executive the opportunity to extend the time to remove snow.
CB13 will be formally introduced during the Council’s upcoming Legislative Session on Monday, March 7, 2016 at 7pm in the Banneker Room of the George Howard Building, 3430 Court House Drive in Ellicott City. The public hearing is scheduled for Monday, March 21, 2016 at 7pm in the same location. If needed, the Council will host a Work Session on Monday, March 28, 2016 at 4:30pm in the CVG Room.
I am planning to provide testimony in support of this bill (since I did call for this change, I am more than happy to testify in support of the bill). I hope others do as well.
In the big scheme of things, I know this is not a big deal compared to other items on the County Council agenda but I am happy to see the elected officials respond to the concerns of the residents. Good job Calvin Ball. You have my full support.
