There is a new resource for the Howard County Board of Education race: A Better BOE.

I am a stay-at-home mom with 2 boys in HCPSS and the Chair of the Special Education Citizens’ Advisory Committee (SECAC), which is chartered under state law to advise the school system on the needs of students with disabilities. 

HCPSS contracted for an audit of special education services in a $300,000 sole source contract.  The Superintendent talked about the preliminary report from this contract in a public Board of Ed meeting on December 1, 2014.  Another mom of a special needs child asked for that report in a Maryland Public Information Act (MPIA) request and was told “no such preliminary report exists.”  In another MPIA, I asked for the parent survey data, to help our SECAC mission.  I was told that the contractor owned that data, so HCPSS could not provide it.

So, I filed a Circuit Court complaint, alleging violations of the MPIA.  The school system’s attorney claimed I was on a crusade and trying to get personal information about students with disabilities.  He asked for sanctions against me for minor mistakes my young attorneys made and communicated with the judge without my attorney’s knowledge.  I even got a harassing letter from the attorney to pay the sanctions earlier than the court order or he would refer it to a collection counsel.  I cried uncle and tried to settle the case on 4 separate occasions, but each time, the Board of Ed refused and continued to spend taxpayer money on this case.

My goal was, is and always has been to assist students with special needs.  I spend the Maryland legislative session testifying in support of special education bills, in addition to my work supporting Howard County special ed families through SECAC.  But now, I am working for all students and families after hearing so many troubles in so many different areas in HCPSS. I hope you will join me to advocate for a better Board of Ed and vote out the incumbents who created and continue to perpetuate this crisis of leadership.
